Rhanda McKown brings over two decades of in-depth experience in affordable housing, with a career that spans compliance, policy, education, and program administration. She currently serves as the Director of Affordable Housing for a nonprofit organization operating across four states, where she leads initiatives to ensure regulatory compliance and support housing stability for vulnerable populations.
Previously, Rhanda spent 15 years with a Performance-Based Contract Administrator (PBCA), conducting Management and Occupancy Reviews (MORs) across Florida and the U.S. Virgin Islands. Her hands-on experience includes processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals, with deep expertise in HUD multifamily programs—particularly those governed by HUD Handbook 4350.3.
Rhanda also has a strong background in affordable housing education and policy. She served as Director of the Florida Affordable Housing Study Commission, where she was instrumental in analyzing state-wide housing trends and shaping policy recommendations. Additionally, her tenure at a state Housing Finance Agency (HFA) included leading the records retention program and managing the implementation of the OnBase® document management system.
